“Owing to the fractured nature of the Siol, the Kabal is represented by the seated Chosen of each great city, who in turn elect candidates for the high Kabal within the Grand Siol conclave.

Without going into the finer workings of their politics and factions, this means that each city has its own lesser Kabal, with varying amount of members. Usually the most powerful Chosen, each a potent regnant or commander in their own right.

This both intermingles and concentrates military, political and economic power in each city, as long as each Kabal may claim to represent the high Kabal.

Such power comes at the cost of influence from on high, as the Grand Siol Kabal exerts its will through these local Kabals.

 

The Kabalite movement is a relatively recent development (by siol measurement), a reaction to the percieved slowness and ineffective squabbling of the Siol and for a long time, only counteracted by each cities own covens – that in effect form their own local Siol, with a similar (But varied!) relationship with their respective Kabalites.

On paper, and by custom, the Siol stands supreme (Thus the naming of the Supreme Siol, the military wing of the Grand Siol, but that is neither here nor there) over the Kabal, as the later does not represent all Diseiders like the Siol does.

The Kabalites draw their popularity and strength from their quickness of action, and have during periods of armed conflict with the Fulcrum been responsible for many successfull expeditions and mounted defenses, where prior the Siol suffered immense losses and setbacks despite clear nummerical advantage over the smaller but more focused Fulcrum.

Not all Kabalites are memebers of the Kabal, but form local clubs, covens, militias and so on, exerting considerable influence over the Siol Military and within increasingly militaristic Siol society.

It is not a movement without detractors, nor is it equally popular in every Siol City. In a few, it is effectively kept out and de facto banned, in others one can barely live without being a Kabalite member.

 

Opposing movements include the Siolin, Sionacht, Regainers and more. Spanning from ur-conservative Siol traditionalists, revolutionary Sinraists, reformist Avantgardists, Soma Revivalists and militant Reconquistas

 

The Voice in this arrangement is meant to be an entirely neutral observer, reporting back to the Siol. In cases the Siol wants to command more direct influence, they will designate an Executrix, of the Siols will.

The Executrix and the Voice in much share the same elevated, peerless, status, as long as they operate within the confines of their duties.

The members of the Kabal has no such limitation, nor need to work through proxies other than old seid customs and whatever respect they have for their own Siol.

 

That is all to say, should a internal conflict arise between, with or within the Kabal, the Siol will be slow to move – and as long as the conflict remains contained – react at all.

But should the Kabal show disrespect to Covens or Great Ones, and act with impunity, they will quickly find themselves overturned, their limbs quartered, their eyes gauged out and their tongues nailed to the highest spires of their cities.

For their enemies within these other factions are always many, their memories long and their daggers are sharpened by each slight.”
